On the Canada thing: Whether the Canadians-first policy is actually followed varies a lot - by institution, by department, by who happens to be Dean at the time, etc.. I've seen it ignored (except for the song and dance presented to the administration about how there were no suitable Canadian applicants) and I've seen it stringently adhered to.

The language in the job ads might be scaring off non-Canadian job seekers, but if you are such a person I would suggest applying to the Canadian positions. It's pretty good up here.
